Acrylic does not work if mica is enabled

Describe the bug

When mica is enabled, acrylic surfaces do not render correctly, as can be seen here with a dropdown menu:

In comparison, with mica disabled:

Steps to reproduce the bug

  1. Create a window with mica background and add some controls like a dropdown menu or combo box

Related to microsoft/WindowsAppSDK#2412. That regression was fixed in 1.1-stable, but this issue shows that the new Mica and Desktop Acrylic features unfortunately have a similar issue which needs a different fix.
