CommandBarFlyout bad spacing

Describe the bug

CommandBarFlyout in WinUI3 1.1 preview has a gap between the toolbar and the menu items. Doesn't repro in 1.0.

This still exists in the official 1.1 release and is bothering me.

It baffles me that it is also reproduced in WinUI 3 Gallery.

@MikeHillberg @ranjeshj shouldn't this be assigned to a milestone to be looked at for a patch as a regression?

I'm not seeing this anymore in WinUI 3 Gallery v2.0 based on WinAppSDK 1.3.
