Describe the bug

Cross-reporting a possible bug found in https://github.com/files-community/Files/issues/8291.

Steps to reproduce the bug

1. Open Files 2.0
2. Open Explorer
3. Focus Explorer
4. Scroll in Files 2.0
5. Focus Files 2.0
6. Scroll in Files 2.0

You should see a diference in "choppyness" between steps 4 and 6.

Expected behavior

Animations are fluid regardless if the window is transparent/focused or not.
