AutoSuggestBox dropdown does not have acrylic

UWP version:

WinUI3 version:

Almost certain that it has the same underlying cause to #9523 . I will find a workaround to fix it.

Steps to reproduce the bug

Just see winui2 gallery vs winui3 gallery, or community toolkit gallery uwp version vs winui3 version.

Expected behavior

The dropdown should have acrylic
