Upgrade Azure MCP to .NET 10.0

Now that .NET 10.0 LTS released on Nov 11, 2025 we should upgrade both our 1.x and our 2.x branches to the LTS supported version.

Please let @vcolin7 know when this is in the /release/azure/1.x branch and then after he can ship the November Update
