Session crashes when using python interactive window

Issue Type: Bug

  1. Start a live share session.
  2. Connect a guest (vscode online or with native client), which does not have the python extention installed.
  3. Attempt to load the interactive window.
  4. Session crashes and is ended for host and guest.

@nickolasclarke: thanks for filing this issue! We've had a few people mention they've ben having trouble specifically with Python debugging in Live Share. I don't think it has yet been through a test pass with the Python interactive window. I've filed an issue for our test team to do a full pass on this to uncover the issues so that we can prioritize the fixes.
