Provide a dotnet project template for CLI scaffolding

The CLI language should become stable when:

• We can install a new project template (https://learn.microsoft.com/en-us/dotnet/core/tutorials/cli-templates-create-project-template)
• Create a project based on the template
• Generate the CLI experience with Kiota
• (Optional) Add auth code
• Build and distribute
