Proposal: Add config for Just, to add require hook (Like babel/register)

It would be great to be able to use Just with TypeScript, through @babel/register.

I propose making a config file for Just, for e.g. specifying configuration like require hook.

This would be very similar to .gulp files.

What do you think?
