Telemetry : Downloads from each package manager

1.Creating a Timer schedule Job for Go-release data ,

which would run python script and get all package managers data everyday and store in Azure portal under some storage ,

2. To check how we can get Github clone , forks , stars for sqlcmd with useful forks , and if could add some automation around this.

3. To check how we can get Github clone , forks , stars for driver with useful forks , and if could add some automation around this.

We have completed above 3 tasks and storing all the data through Azure function in Azure Storage Account : "sqlcmddownloadstorage"
