Need help for translation contributing

I've noticed that the CN translations for versions 16-21 are missing. I'd like to contribute, but I couldn't find any guidance on how to get started.(I've checked CONTRIBUTING.md) Could anyone let me know how I can reach out to the translators for assistance?
