refactor setup, ch4, ch18 - for consistency in assignments

Hi @leestott @koreyspace - am refactoring chapters 4 and 18 prior to recording videos. This PR does the initial setup:

• setup instructions modified to reflect multiple languages, providers
• assignment folder structures made consistent for python usage
• environment variables updated to add new provider (Hugging Face)
• temporary or outdated data files removed

If you can review and merge this - I can then update the ch4 and ch18 contents with updated notebooks that will drive off the new baseline
