[Feature]: switch to macos runners for e2e pipelines

Switch to macos agents for e2e pipelines to increase ci speed by 52% / https://github.com/microsoft/fluentui/blob/master/.github/workflows/pr.yml#L83.

We are currently blocked by

• @microsoft/fluentui-web-components https://github.com/microsoft/fluentui/issues/33172
• @microsoft/teams-prg https://github.com/microsoft/fluentui/issues/33173

If folks won't be able to resolve the issues on their end we should move forward by disabling problematic tests and do the CI switch.
