[web-components] Add tests for Anchor keydown logic

The Web Component Anchor Button and Link components handle keydown logic in the following ways:

1. In the event the metaKey + Enter is pressed, the link should open in a new window
2. If only the enter key is pressed, the link navigates with whatever parameters are set
3. If the key is anything else, default behavior should occur.

This issue tracks adding playwright tests for that functionality.
