Bug Description

Actual Behavior

I am using @fluentui/react v8 to develop my website. When using a dropdown, I have limited the maximum height of dropdownItems due to having a large number of options. However, when I scroll down to the bottom using the scrollbar, as I hover my mouse, the dropdown items automatically scroll, making it difficult for me to select the desired option.

Expected Behavior

I would like the dropdown behavior to be the same as when there is no height restriction. Even when the scroll position is at the bottom, I don't want my mouse hover to affect the scrollbar's position.
