fluentui feat: add ".js" extension to all imports

Previous Behavior

None of the imports in @fluentui/tokens had .js extensions.

New Behavior

All of the imports in @fluentui/tokens have .js extensions (well, except for type imports but these are erased from the shipped artifacts so it doesn't make sense to add them).

This changes allows @fluentui/tokens' ESM output to be correctly loaded in a browser.
