Add support for rendering FUIR9 and FUIWC3 controls side by side

Fluent UI Web Components v3 should visually match Fluent UI React v9 components 1:1. Add support to render the components side by side in storybook so that engineers and design are able to verify.

We can also potentially consider screenshot comparison of the two.
