Based on https://github.com/microsoft/fluentui/blob/master/rfcs/convergence/changelog-guidelines.md we need automation to verify comment field to produce best possible changelogs to customers.
Why is this needed
- automation of our style guides
- mitigation of manual review checks https://github.com/microsoft/fluentui/pull/25226/files#r996864012
