[Hubs] Document how to deploy and manage FinOps hubs in Azure Gov/China

⚠ī¸ Problem

The latest release of FinOps hubs is not supported in Azure Gov or Azure China. The only way to use it is to deploy v0.1.1, but the published documentation does not support that version.

Also, the current links to deploy hubs to Azure Gov/China point to the latest release. They should use the 0.1.1 release instead. This happens on the deployment instructions and the FinOps hubs readme page.

Publish a document that explains how to deploy and manage FinOps hubs 0.1.1.

ℹī¸ Additional context

Cost Management is adding support for FOCUS exports in the coming months. We don't have an exact ETA yet, but once this is available, the latest release will work.
