RateOptimization dashboard is empty

Hello

Using the latest version of the hub (0.4). MCA customer with billing account admin privileges is trying to pull out data in the RateOptimization report, no error messages are shown during the refresh but report is empty. what could be the reason?

The CostSummary dashboard is working fine.
