Add RangeStart/End to troubleshooting guide

Some people are getting confused when reports don't included data outside of RangeStart/RangeEnd.

Add checking these properties to the troubleshooting guide.

ℹ️ Additional context

These attributes exist to support incremental refresh in Power BI. I wonder if it'd be possible to leave them null by default, but still support Power BI incremental refresh 🤔 Regardless, someone can still set them and forget they set them, so it needs to be in the troubleshooting guide. All cases where I've seen this have been from a practitioner setting it themselves.
