Update marketing pages with v13 what's new

Updates all marketing page "What's new" sections from v12 to v13.

Pages updated:

  • Main page (README.md)
  • FinOps hubs
  • Optimization Engine
  • Power BI reports

v13 highlights:

  • Bicep modules reorganized into separate apps
  • Enhanced multi-account and cross-cloud documentation
  • Optimization Engine bug fixes for reservations and Premium SSD V2
  • Power BI export requirements documentation
  • Data Lake connectivity guides
