Check-in translated resource files to the repo

Check in the translated resource files to the repo, instead of only fetching them for the build pipeline or having them in internal repos (not sure what is done here)
Scenario
We have a form for reporting translation issues, but I think it would be easier to have the files in the repo so that it's easier to just submit a PR against the translated resource file and have that tie the suggestion to the string ID.
Additional details
Even with the files checked in, we couldn't merge PRs here, but we can receive them and then send them to the loc team to change on their side. Another benefit of having the translated resource file checked in, is that it allows going through the whole file to find all instances of an error.
Example from winget: the Spanish translation was inconsistent with how it translated "source", sometimes it was "origen" and sometimes it was "fuente"; so at some point I went through the whole file finding all instances of that, and once I had changed it was easy to send the PR, which I then forwarded to the loc team.
