Allow creation of file path when creating a Dev Drive in Setup flow

In the Dev Home setup flow when creating a Dev Drive all the repos are currently cloned to a single location. We should allow users to specify the file path that they want created for the repos being cloned.

Scenario

Clone repos to new Dev drive during setup flow.
