Make external links clear

In the install applications list, there are "learn more" links for each entry. It's not clear that these launch an external browser.

Scenario

The first time I clicked on one of these I was surprised and because the browser was initially slow to respond my first thought was that the app had crashed (again.)

I was expecting navigation within the app.

additionally, the Learn More links all take you to the same URL https://github.com/microsoft/winget-pkgs instead of the Tool's homepage

Assigning to PM to help with the suggested feature.

@efficienthacks, the 'learn more' link can offer more accurate external page when a newer version of 'App Installer' is installed. Can you try updating your App Installer application from the store, then restart Dev Home app and try again clicking on the 'learn more' button to see if you get more accurate page in the browser?

The links are populated by the WinGet manifest for the package.

If the following links are populated, then they are used, if they are not populated, then we fall through to the next URL.

For the "winget" source:

1. PackageURL
2. PublisherURL
3. WinGet community repository

For the "msstore" source

1. PackageURL
2. Microsoft Store URL
