Steps to reproduce the bug

Go through the end-to-end setup experience without selecting any repositories for apps to install

Expected result

Something that doesn't feel like a dead end.

Actual result

There's a check box labeled "I agree and want to continue" - even if checked, there's no way to continue. It's not clear what (if anything) is being agreed to.
