Confirmation or UAC prompts are popped in the background, making them easy to miss

I was trying to install some tools locally, but did not see the prompts until I minimized all other windows because I thought that Dev Home was stuck.

This applies to UAC prompts too - they are in the background and easy to miss.

Created an issue in winget repo regarding the UAC prompt.

For the confirmation dialog, I am currently trying to repo and I will either file another issue or update the existing one.
