[First run] FRE - Connect Accounts workflow - does not take me back to "Introducing Dev Home" page

Steps to reproduce the bug

In launching Dev Home the first time I am presented with the Introducing Dev Home page. It has a "connect accounts" button as one of the first things to do. I am able to successfully go through this flow, but I've noticed a few issues:

  • ~Sign into github does not bring the browser to the foreground. (I think this is a known issue)~ #472
  • ~After going through the github flow, it attempts to launch Dev Home, but does not bring it to the foreground.~
  • I am left in the Settings->Accounts page, not the Introduction page. While I understand why I'm in the Accounts page, I felt like it should have navigated me back to the "Introducing Dev Home" page. As a end user, I feel a little lost on where I should navigate, because my first thought was to click on the first item in the menu - Dashboard, but that didn't look like the place where I left off. I finally noticed the introduction page is at the bottom.

This issue contains multiple parts. Only the following part needs to be addressed, since others have duplicate issues:

I am left in the Settings->Accounts page, not the Introduction page. While I understand why I'm in the Accounts page, I felt like it should have navigated me back to the "Introducing Dev Home" page. Currently this flow follows expected design flow. @mikebattista to comment on whether this needs to be changed.
