Steps to reproduce the bug

1. Make sure you don't have permission to any projects.
2. Open Dev Home, go to "Environments" page, click "Create an environment". Check the "Configure your environment" page.

Expected result

1. The page should show the same prompt as Dev Portal - "Cannot create environments. Your account does not have access to create environments in any of the projects in this organization. Please contact your administrator to gain access."

Actual result

1. The page shows an error message - "There was an error loading the data required to create Microsoft Dev Box environments. Failed to generate the initial creation form".
