Unable to select a pool when creating a dev box in dev home

Steps to reproduce the bug

1.Create a project without any dev box pools in it. And please make sure this empty project must be displayed as the first one in the project drop-down list in dev home. 2.In Dev Home, from the left menu, select Environments. 3.Select Create Environment. 4.On the Select environment page, select Microsoft DevBox, and then select Next. 5.On the Configure your environment page: enter a name for dev box, select a project and dev box pool.

Expected result

After clicking the "Select a pool" dropdown list, the corresponding pool appears and can be successfully selected.

Actual result

The project marked in the screenshot does not have any dev box pool, and it is the first project in the drop down list. Then, select any other projects that contain at least one dev box pools in it, after clicking the "Select a pool" dropdown list, no pool appears to select.!
