Steps to reproduce the bug

1. Create a dev center without any definition.
2. Create a project without a dev box pool using the dev center mentioned in step1.
3. Add user identity for both the dev center and project you created.
4. Launch the dev home and try to create a dev box environment.
5. Check the project dropdown list.

Expected result

The project without a dev box pool should not appear in the project dropdown list.

Actual result

Projects without a dev box pool still appear in the project list.
