Internal tool windows should have consistent look & feel

Suggested new feature or improvement

In general, all internal tool windows should have consistent look & feel. For example, possibly including:

• persist their last size & position
• default start a standard position below/offset from the parent
• default position based off the parent window
• and so on...

Also consider this together with the related #3803
