Steps to reproduce the bug

Users can choose any hyperv image listed in Setup an Environment. If these VMs are off, or running but not visible, then DevHome should bring it to the foreground. This is ESPECIALLY true if a UAC is going to pop on the VM.

Failure to do this causes the experience to fail with a cryptic error.

Expected result

I expect that if i can select an image, that I will be able to successfully install tools and clone a repo on that device. I expect that if a UAC prompt is popped, the device will be in my face so that I can approve.

Actual result

If device is off. it fails. If devices is running, but not loaded in terminal, it will fail.
