[Environments reliability] Hyper-V Configuration error: A task was canceled

Steps to reproduce the bug

Attempt to configure a Win 11/10 Hyper-V VM. This is hard to repro but a better error for diagnostics would be better so we know if this is expected or not when this error occurs.

Expected result

User is able to Configure their Win 10/11 Hyper-V VM or they receive a better error message

Actual result

the user receives an error "A task was canceled." No other diagnostic information is captured. My guess is likely that during the communication between the machine running the Hyper-V Extension and the guest VM we're attempting to configure timed out somewhere. However, at the time of this timeout, if canceling the task at this point is expected or not is unknown. So, we need to investigate and at least update the error messaging.
