Move package caches to Dev Drive

Suggested new feature or improvement

Create plugin to quickly move packages to Dev Drive.

Scenario

As a Developer I want to quickly setup new or update existing environment with Dev Drive and move all existing package caches to new drive

@cd21h in Dev Home, do you see a 'Dev Drive Insights' entry if you click into Windows Customization on the left-hand navigation menu? That page has a section for package caches detected on the system and controls for applying the guidance in that article. Wondering if that would work for you. Thanks!

Partially, I'm looking for one button click solution to setup all required environment variables per guidelines.

Also I have NUGET_PACKAGES configured at machine level and it is not detected by Dev Home. Not sure if it is a bug
