Steps to reproduce the bug

Have DevBox image and hyper-v images Reboot PC Start DevHome Click on environments

The UI appears and does not appear to be doing anything.

Expected result

No response

Actual result

The minbar should be telling the user we are connecting to the internet looking for VMs. Then the same for local VMs or other enviroments.
