Open the E2E set up flow

Expected result

The "You changes will be applied in the end" should show up

It's not showing up

Changing to a feature request. A tooltip does not pop-up automatically.

A TeachingTip does can pop up when page is navigated to the first time. But a teaching tip does not emulate the same behaviors of a tool tip and DevHome would have to roll their own event handlers.
