[catloop] Windows support

Context

The PAL abstractions for shared memory used by catloop are currently only exposed for *nix platforms.

Proposed Solution

Extend the PAL to support shared memory on Windows platforms.

Alternative Solutions

Large/huge page driver may also support this on Windows.
