[inetstack] Support ECN

Description

We should support ECN in IPv4.

Changing this to an enhancement that won't be fixed for now, because it concerns an improvement that would be nice to have, but it is not mandatory.

Note that if our network stack receives an IPv4 packet with this option enabled, it will issue a warning-level log.
