Support HTML in step contents

Seems like I can't have arbitrary HTML in the steps. I'm trying to create an accordion for the animated gif.

That's unfortunately not supported today. The comment UX that CodeTour uses only supports some HTML elements, and will require some changes in VS Code to support more.
