Instructions in README refer to nonexistent component

Describe the bug The README says:

Install the optional "C++ Universal Windows Platform tools" component.

In the Visual Studio Installer, searching for c++ uni does not list such a component:

[MicrosoftIssueBot]

This is your friendly Microsoft Issue Bot. I've seen this issue come in and have gone to tell a human about it.
