State is incorrectly defined as On/Off for operator panel flyout buttons

Repro Steps:

1. Launch 'Calculator' and turn on narrator.
2. Home screen will be displayed.​
3. Navigate Open navigation button and activate it.
4. Navigate to scientific calculator list item and activate it.
5. Navigate to "Trigonometry and Function".
6. Observe the issue.

Note: This repros for all operator panel buttons.

Actual Result: State is incorrectly defined as On/Off instead of Expanded/collapsed for Trigonometry and Function buttons in programmer calculator.

Expected Result: State is should not be defined as On/Off. Instead follow standard pattern for menu flyout.
