SetProperty/SetProperties needs to be wired into the LG subsystem

Customer is trying to use LG templates to assign property (through Bot Composer designer) that will be displayed to the end user with localized values.

Currently that is not supported since LG templates are not exposed to designer unless they are exported with namespaces. And if exported using namespace, targeting language based LG files is not possible.

Hence, after discussing with @boydc2014 and @cwhitten, reaching out to you for considering the fix, where users can refer LG templates directly from all component fields, not just for suggested options(last fix with 4.12.2).
