AZDO Project Creation via spk project init

As a: spk user/operator

I want: to be able to create an azdo project within a target organization

So that: I don't have to manually create one in the azdo portal

Describe the solution you'd like: an optional flag on spk project init which would create the project

Describe alternatives you've considered:

Additional context: This may be a spike as we do not know if the functionality to create projects exists within the node api
