As a: Operator I want: End to End testing for Bedrock

So that: I can assure gitops pipeline and flux is functional withing each Bedrock Template

Describe the solution you'd like: Replace kube apply for voting app with flux polling new manifest repo for voting app

Acceptance Criteria:

• [ ] Azure single keyvault integration test with flux voting app
• [ ] Azure mc integration test with flux voting app
