Upgrade debootstrap to 1.0.134 (or above) for riscv64 support

deboostrap 1.0.134 added riscv64 target support which current version in Azure Linux 3 (1.0.128) does not support. Currently we have worked around the issue by patching the version locally https://github.com/dotnet/dotnet-buildtools-prereqs-docker/blob/fe7c8a1629018ad9ae5e3bde6a8299b5ca6c3cc3/src/azurelinux/3.0/net9.0/cross/riscv64/Dockerfile#L5
