Upgrade CMake to current verion

Is your feature request related to a problem? Please describe. The existing version of CMake in Mariner is 3.21.4 whereas the current release is 3.29.6 and 3.30.0 is soon to be released. Although there are no CVEs addressed by these releases new capabilities have been added and many projects (including my own) are dependent on features unavailable in the version provided by Mariner.

Describe the solution you'd like Please update to a more current version of CMake; at least 3.29.
