Summary

Cherry-pick of #8651.

The toolkit cannot currently handle resolving dependencies on distroless-only packages (prebuilt-ca-certificates and prebuilt-ca-certificates-base). Before a proper fix is available, we're moving out these packages from specs' Requires and into images package lists.

Does this affect the toolchain?

No.
