Summary
What does the PR accomplish, why was it needed? Package upgrade for azl3; move to v1.15.3.
Introduces nested-vendoring.sh which handles the vendoring for nested go modules in a single source tar.
Addresses CVEs CVE-2023-45142, CVE-2023-6337.

Upstream is now at 1.14.2
Are we still going to v1.15.3? Upstream has a release that is v1.16.2. I was trying to move this to v1.16.1 if we could but didn't want to get in the way of this artifact. @romoh @Camelron
