Promote ucx and rdma-core packages to PMC core repo

Summary

What does the PR accomplish, why was it needed? The HPC image requires newer versions of the ucx and rdma-core packages. These packages were previously added to the PMC extended repository because the required versions were not available in the official release. Now that they have been officially released, we can move them to the core repository. Also enabled the ARM64 build for mlnx-iproute2.
