Summary

What does the PR accomplish, why was it needed? This PR is to revert PR 10407 upgrade cloud-init to 24.3 as it causes issues provisioning VM on Azure.

Change Log

• Revert all changes from PR 10407 upgrade cloud-init to 24.3. Keep the changes on Add-Network-Interface-Renaming-Support-for-CAPM3-Met.patch as the updated merged one resolved a previously cloud-init unit test error on openstack.
